Credit Unions Urge FCC To Strengthen Robocall Scorecard

WASHINGTON--The Federal Communications Commission’s (FCC) proposed Robocall Mitigation Scorecard would help mitigate illegally spoofed calls from reaching consumers. America’s Credit Unions and the Defense Credit Union Council joined with other financial services organizations in a letter to the FCC Tuesday, supporting the proposed scorecard while recommending changes to ensure maximum effectiveness for consumers and businesses.

The scorecard would provide consumers and businesses with information about voice service providers’ effectiveness in combatting illegal calls.

The letter urges the FCC to base the scorecard on measurable results rather than rating providers on compliance with existing laws. Specifically, the scorecard should report the number of illegally spoofed calls that pass through a provider’s network without being blocked as a percentage of the network’s total call volume, ACU noted.

The FCC should rate all providers in the call’s pathway, and not solely providers that deliver calls to the recipient, to create strong market incentives for every provider to prevent illegal spoofing. The groups also encouraged the FCC to rate wireless providers on their effectiveness in keeping illegal text messages off their networks.

Federal Trade Commission data shows consumers reported approximately $470 million in losses from scams initiated through text messages in 2024, more than five times the amount reported in 2020, ACU noted.
