Housing Bill Becomes Law Without Trump's Signature

By CU Today Staff —

WASHINGTON—The sweeping bipartisan 21st Century ROAD to Housing Act became law Saturday without President Donald Trump's signature after he allowed the constitutional signing deadline to expire, ending weeks of uncertainty surrounding one of Congress' most significant housing measures in years.

As CUToday.info reported, Trump announced Friday he would neither sign nor veto the legislation, saying he was withholding his signature in protest over the Senate's failure to pass his preferred SAVE America Act, which would require proof of citizenship for voter registration. The housing package, which cleared Congress with bipartisan majorities, automatically became law after the 10-day review period expired while Congress remained in session.

America's Credit Unions applauded Congress for approving the legislation.

“America’s Credit Unions, our league partners, and credit unions nationwide have been steadfast in their commitment to advancing the Credit Union Board Modernization Act," stated ACU President/CEO Scott Simpson. "Through strong relationships with congressional champions and relentless, unified advocacy, we built the broad bipartisan support necessary to carry this legislation forward. We extend our sincere gratitude to the Senate Banking and House Financial Services Committees’ members, who led efforts on this housing package. Meaningful policy progress requires sustained effort and thoughtful dialogue, and we appreciate the commitment from the Trump Administration and lawmakers who heed the needs of the American public and push forward practical, common-sense solutions.”

The Defense Credit Union Council said it welcomes enactment of the ROAD to Housing Act.

"This legislation advances meaningful reforms that will help expand housing opportunities while modernizing important provisions affecting federally insured credit unions," said DCUC Chief Advocacy Officer Jason Stverak. "For defense credit unions, housing is more than an economic issue—it’s a readiness issue. Affordable homeownership strengthens the financial security of servicemembers, veterans, and military families, while credit union modernization provisions will better position our institutions to meet members’ evolving needs. DCUC appreciates Congress for advancing this bipartisan legislation and looks forward to working with policymakers to ensure its successful implementation for the benefit of those who serve our nation and the communities they call home.”
